dell latitude d600 not boot up- says f1 or f2 and is 'outside parameters'

my son has Dell latitude D600 laptop- when you boot it up- it goes straight to screen that first tells you its 'ouside of parameters' and also then choose F1 to start or F2 to setup
If you choose F1 it takes about 30 minutes to come up to XP- ( not exagerating time value)- then when finally boots up - it barely moves -
don't have original recovery disk- put in another xp disk- ran chkdsk- not helped
any ideas?

IKZ fixboot and fixmrb did not work
tried power button-nothing
now I when I get back will have to try to get hard drive out- am used to pc's not laptops- I initially tried removing bottom cover to get to hard drive and cover was not coming loose. I had hoped it was just in a compartment- but looks like whole bottom cover comes off-
