troubleshooting Question

Right after I log on, I receive the error saying at the top of the propup "RTHDCPL.EXE - Illegal System DLL Relocation" with the following text: "The ystem DLL user.32.dll was relocated in memory.  The application will not run properly.  The relocation occurred because the DLL C:\WINNT\system32\HHCTRL.OCX occupied and address range reserved for Windows system DLLs.  The vendor supplying the DLL should be contacted for a new DLL."

Any ideas please ?
