Sending a premade message out through exchange 2003

Hi Guys
We would like our groundsman here to send a custom made email message that is premade for him to send to certain people in the domain about closing fields when it rains. I have set up a distribution group with the people that need to be sent, but i am not sure how to get him to send this partcular message which cant be changed in anyway, and we dont want him cut and paste from word documents to email. what we want is that when he sends to this group this custom message/email will spam these people. is there any way to do that??

We run Office 2007 on the clients and Exchange 2003 on our email server
