Laptop charger led goes off when I plug it in the laptop

I have a client computer with the following problem
When I plug  Charger in the laptop the led of the charger goes out. I tried with another Charger from the same model but it does the same.
I have open it and tested it for short circuit with a Multivoltage Meter(Digital) but the DC plug doesn't show that it has Short circuit.

I don't know what more to try or I need to order a new DC from the USA ?

Where is the charger board located ?
I forget to mention :
the laptop does not power on .
No led on the Laptop no signal on the laptop.

only the led on the Charger (Adapter ) power on and as soon as I plug it it goes off.
"Where is the charger board located ?" depends on the model.

it's a Dell Inspiron 6400

I don't get Nothing from the laptop. No signal at all ,
When I plug the Power adapter in the laptop the led on the adapter shuts off.
Conclussion :

Motherboard.
I will try to order one from USA for my client.

where can I get cheap ones ??
Ebay would be the first place i would look.

I referred to the battery, not the laptop.
Dell batteries have a strip of LEDs right on them with a membrane 'test' button.
Some you have to remove from the laptop to see/use, but I believe on the 6400/E1505 the test strip is visible by just turning over the notebook (i.e. you don't have to remove it from the laptop).
If you refer to the link I showed right after I asked about it, under the heading 'Charge Gauge' it tells how to use that strip to diagnose battery condition.

Then again, one way to isolate the battery would be to remove it from the laptop and then plug in the PA-10 adapter. If the adapter still fails under load it's not the battery (but it could also be a bad adapter). A PA-10 adapter is about $70 from Dell or $20-$30 for the genuine Dell part on the aftermarket. I'd guesstimate a new/refurbished system board is going to be around $400. Good luck.
