Transitional Replication Maxing out CPU

I'm trying to run a transitional replication between two SQL Server 2005 databases located on 2 different virtual servers (Production and Development) but everytime the snapshot agent starts on the Production Server (distributor/publisher) database the cpu is maxed out 100%.   What could be the cause of this?  I'm trying to do a pull from the Development server (subscriber) database after the initial snapshot at the distributor is generated.  However, the snapshot is overloading the cpu and its maxing it out, leaving the Production server sluggish and unresponsive.

What would be a good solution to fixing this problem?
