need to set rights for users so that they cannot delete files / data

we have a single windows 2003 server (standard edition) and we want to set the rights on a shared area on the server so that users can create, modify but noy delete. Every time we remove the delete file and delete folder option, the modify option is also removed.
How do we configure the rights to enable users to be able to modify, rename and create, but not delete?
Any advice would be appreciated.
