Winsock Error 10054 Connection was reset by the other side

We seem to have certain emails being lost / dropped by our exchange server. The error given is below:

check your firewall rules, it might be something where the socket is not allowed to be open.
try to telnet on port 25 on the destination server.
if you can connect then the connectivity is there, try to do on the server as well. i.e using localhost.
is the problem only happening with this one praticular email? or is it all emails in general?

It only seems to be with some emails, telnet to the server on port 25 also works fine. It looks to be more with Exchange itself?
