Arrow Keys in Visio not working properly
On all of our computers, with the exception of one, if you select an object in Visio and use the arrow keys you will move the object. If you hold down the shift key and use the arrow keys you will nudge the object. On one of our computers when you use the arrow keys with or without the shift key held down and with the object selected it still moves the screen not the object. I've run a detect and repair but still have the problem.
You're right that this is unusual. There are no options in Visio that I know of that change the arrow behavior, which leads me to suspect other things that are PC-specific like:
- Windows settings for language (compare the settings under Control Panel/Regional and Language Options with one of the PCs that works correctly)
- Keyboard driver (anything usual about this keyboard and driver?)
- Key mapping utilities (there are keyboard mapping utilities that allow people to change what the computer sees when you type on a key; they are commonly used on systems used for foreign languages or sometimes by serious gamers)

Give frobries the prize -- I think he/she has hit the nail on the head. Although the scroll lock key is typically off following each reboot of a PC, if it is on, it does cause the exact behavior that eschipman described in the question.
