Active X install on locked Down pc's

We are using Active Directory to push out our policies, and have locked all of our users out of admin features.  We are needing to allow our users to install active X features.  Can this be done without giving users administrator ability?

Some information that might help with my question.  The Active X is coming from a site that is on our intranet.  We have the site setup in the intranet zone in our GPO.  we have went under Computer configuration/administrative Templates/windows Components/IE/Securtity Page/Intranet Zone and enabled the folliwing:
Download Signed ActiveX controls
Download unsigned ActiveX controls
Run ActiveX controls and plugins.

These did not fix the problem.
If you haven't I would also add the url to your trusted sites in IE.  
I just verified and the url is in the site to zone assignment list and asigned to the intranet zone under the Security Page.  When looking at the url on a locked down computer it does show as being in the intranet zone.
You might also want to try this if it is installed.

I know in the past IE enhanced security configuration caused several problems for me.
