Blackberry, Exchange, BES lots of errors and user can't activate.

I am wondering if some of these errors are the results of the user not being able to activate with BES.
I have seen 2 different errors on the BB device. Server Not Responding and System error please contact your adminstrator.
Which error should I address and which errors can I ignore?
