Is this test wrong, or am I??

I took an on-line C# test and can not understand this answer:

can we have a protected element as a namespace member?

namespace mine
    protected class Test

I said "Yes, all access specifiers are valid for namespace members".  But I was wrong.  The corect answer is:

"No, the namespace allows only public and internal elements as its member.

Please see attached image.

Please explain the answer because I clearly don't understand this as well as I thought I did.
