Is it possible to monitor incoming and outgoing messages through Exchange Server 2007?

I've been given a project to set up an exchange server at work, specifically so we can control basically everything related to email and messaging for the business.  We will be using Office Outlook 2003 for the majority of clients.

The big guy wants all incoming and outgoing email messages to be monitored.  He wants a copy of both incoming and outgoing to either his mailbox or a separate mailbox.

Is this possible through Exchange using a set of options or filters so that each mailbox user is forced to send their message to their destination of choice "and" a copy to a specific mailbox without the user typing it in the CC or BCC?

If this is not possible, is there any email monitoring solutions that you can recommend that will work along side Exchange Server 2007 SP1?

Thanks ormerodrutter.  That's what I wanted.  I did some more research and found that GFI Mail archiver does exactly what I want, and it is a reputable company that designed its product to reduce the reliance of the PST file.  So that's a plus.

I will for sure keep the journaling feature in mind.
