I don't know of one, however, have you considered adding the web-part in which you can edit HTML Source code?  If you add that you can then use the HTML Marquee tag to do so...

I'm not familiar with that web part and not very familiar with html. Is that a standard web part, and can you give me detailed instructions on how to edit the code. I do have access to sharepoint designer 2007.

It is a standard web-part, yes.  Add the web-part called "Content Editor Web Part".  From there, click "Edit" and then you should have options for "Rich Text Editor" and "Source Editor", you want source editor.  You'll have to play around with it a little to get it right, but basically just type the code below into your Source code box, of course replace "Insert text to scroll here!" with your desired scrolling text, if you want an image in the marque use the <IMG SRC="directory/imagename.gif" HEIGHT=33 WIDTH=82 ALT="Alternate Image Text"> portion, otherwise just cut that right out of your tag.
Let me know if you have any questons!

<MARQUEE>Insert text to scroll here!<IMG SRC="directory/imagename.gif" HEIGHT=33 WIDTH=82 ALT="Alternate Image Text">

Also, for more information on the MARQUEE tag, http://www.htmlcodetutorial.com/_MARQUEE.html is a great site.  www.htmlcodetutorial.com is a good place to start for general HTML tutorials and info.

You can also try www.dotnetparts.net they have a rich text news ticker marquee type webpart, not expensive and I have not had any trouble with it.
