Is there a way to create a folder under each users mailbox in Exchange 2003

I need to create a folder under each user's mailbox that will be called Never Delete. The reason for this is I will be deleting mail from all other folders every 90 days but want to provide each user a method for holding on to a message. I know this is possible with Exchange 2007 but have been unable to provide a method to achieve this with Exch 2003. Any help will be greatly appreciated.

You have to create a custom exchange "event sink" to do this.  

I cannot find any good examples on this.. i actually tried to do this a while back but because it involved programming, i was unable to complete the task.  Another option would be to script it via a vbs file or login to each users mailbox and manually create it.

Some maybe useful coding examples.. ( i cant find the one that talked specifically about folder creation and event sinks ):
