IMF giving email SCL rating of 9, need to be able to get this email through, how?

We are running Exchange 2003 SBS.  I'm having a problem with some emails that need to get through, but IMF is giving them an SCL rating of 9.

What can I do to let these emails through?

This is very urgent.

Hi,
Well I agree IMF lacks somethings but there is a hotfix from MS for exclusing particular recipients

So is the actual hotfix the registry change, not something that gets installed?
