User needs to send mail from another users account

I have a user that requires access to send from another users account, but no 'on behalf of'. I have given the user delegate permissions as the 'editor' for everything, but mail still sends out 'on behalf of'. Any help much appreciated.

hi QEC,
 Tried this? Add the user to the security tab on the users AD account and assign "Send As" right
