CreateEnvironmentfromXML - permission denied

i am running the cscript CreateEnvironmentFromXML and I have a large number of user policies (surprisingly not every GPO ) that have not been created


Error message is:

Importing settings from c:\GPObackups\{long number} to GPO OUName User Policy in domain domainname.com.

Error importing settings into OUName User Policy
0x800a0046 - Permission denied

Some suggestions
1. Are you logged in as domain admin (im sure you are but had to ask)
2. Did you include the template in the command line when you ran the script

and i did include the tempate command

ok, open the xml in internet explorer and confirm all gpo that are being imported exist in your gpo folder
