Restore Point / Shadow Copy failed when installing Paint.NET (and hasn't worked since)

Hi,
I have MS Windows Vista Ultimate and was installing the Paint.NET application (http://www.getpaint.net) and during the installation the Restore Point that the installer started failed (Event Log entry included).  There are no other VSS errors in the Event Log (other than some information messages saying 'The VSS service is shutting down due to idle timeout. ').

Subsequent attempts to create a Shadow Copy fail with this error:

  The restore point could not be created for the following reasons:

  The creation of a shadow copy has timed out. Try again this operation.
  (0x81000101)

  Please try again.

I have run 'vssadmin list writers' (output included) which as far as I can tell shows no errors although some of the writers show 'Waiting for completion', is this normal?

Event Log Error:
 

Volume Shadow Copy Service error: Unexpected error querying for the IVssWriterCallback interface.  hr = 0x80070005. This is often caused by incorrect security settings in either the writer or requestor process.

Further information.

I've attached some Event Log error (both a summary & 2 detailed files), note that the summary file is top-down and the detailed files are bottom-up.

Basically at 21:48:10 the the 1st error occured (Failed to create restore point on volume ...)

Since then, in addition to the previously mentioned issues, the PC takes ages (well over 5 minutes) to boot up, as per the errors in the 2nd detailed Event Log file.

Fixed my own fault :-)
Had a power cut (so the PC went off without a shutdown).  This seemed to clear the "State: [5] Waiting for completion" problems etc.
Next time I installed an application Vista reported that a restore point was still in progress and offered to stop it, which i did.
BTW, previously I has tried a reboot but this had no effect.
