Exchange 2007 and hub transport rule

Hi  I am running exchange 2007 i have configured a hub transport rule to attach a custom signature to all outgoing emails sent to users outside my organization, i have also included an exception not to attach the custom signature to emails that i reply to. the problem that i am facing now is that i have decided to remove the exception from the hub transport rule( i want the signture to be included to emails that i reply to)but the transport rule still behave as if the exception is still present. I have even deleted  and recreated the transport without any exception but when i send an email the custom signature is appended to emails body but when i reply to an email the signature is not appended to the email

please note no exception is configured i want to know what i need to do to force the hubtransport server to append the custom signature to all outgoing emaills even to emails that i reply to.

After you create the rule, did you stop/start the MS Exchange Transport service?
