Sendmail - messages seem to be getting state : Deferred: Connection refused by "host name"

Running : Redhat Enterprise Linux 4ES using Sendmail to send out emails. Every time send an email out it seems to get rejected by the destiantion i.e mx4.hotmail.com so then tried to send to itself i.e firstname.lastname@example.org to email@example.com. This sits in the mail queue with a status of "Deferred: Connection refused by dev.domain.com" whcih says to me that it is the configuration of sendmail.
I have 2 servers running same version of RedHat and sendmail is configured the same, the other one seems to work happily enough in that, email get sent out .
