Sendmail - messages seem to be getting state : Deferred: Connection refused by "host name"

Running  : Redhat Enterprise Linux 4ES using Sendmail to send out emails. Every time send an email out it seems to get rejected by the destiantion i.e mx4.hotmail.com  so then tried to send to itself  i.e myaccount@dev.domain.com  to myaccount@dev.domain.com. This sits in the mail queue with a status of  "Deferred: Connection refused by dev.domain.com"  whcih says to me that it is the configuration of sendmail.
I have 2 servers running same version of RedHat and sendmail is configured the same, the other one seems to work happily enough in that, email get sent out .

What's your /etc/mail/sendmail.mc file look like on the machine that isn't working? Also, now does it compare to the box that is working?

The  /etc/mail/sendmail.mc  are both exactly the same except this  Feature FEATURE('smarttable')dnl  is NOT in the file on the machine that is NOT working. SO I guess what exactly is this, can I manually just enter it into the file ?
COuld this be the difference ?

See messages from Mail Queue : strange message  "No route to host" and " connection refused by.." this is itself refusign itself .

what about the networking setup between the two machines? Are they in the same subnet, with the same nameservers?

Check the IPs:
/sbin/ip addr

Check the routing table:
/sbin/ip route list

Check the nameservers:
cat /etc/resolv.conf
