put this in a file  CO_ON.VBS

reg HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\CDRom /v AutoRun /t REG_DWORD /d 1

this turns CD autorun on, wether currently disabled or not.

it is possible to test for current status but no point.
