Trouble installing MSDE on Server 2003

I'm having trouble installing MSDE on Server 2003 SP2 RC2 Standard Edition in Virtual PC 2007.  It runs through the install but stops, rolls back and cancels without any dialog of error or warning.  The only logs I could find were in the event viewer.  Please see below.

The performance counter name string value in the registry is incorrectly formatted. The bogus string is ?, the bogus index value is the first DWORD in Data section while the last valid index values are the second and third DWORD in Data section.
