This question is very similar to one titled "Microsoft XPS document writer is set to default after logging off and back on to citrix server" Here is the difference. I have been fighting the XPS issue on the local machines for some time. I have several HP Laser Jets in the 4000 series. All my users are running Windows XP with the latest service pack. These Pritners are all network printers; however I don't have a print server. They are installed as a local printer through a port using the IP address. Recently we moved serveral applications to Citrix. We have to use Printer Redirection. Prior to Citrix this was only a minor issues because the user could go in to printers and faxes and change their default; however now if they fail to check their default printer before logging onto citrix they will be stuck with XPS writer untill they log out of all Citrix Apps change the default on their local machine then log back into Citrix. Once the default is set on the local machine it mapps to Citrix fine. I can not seem to find what causes the printer to change. It is a random issue. It happes to nearly all my users at some point; however it happens to some more often that other. In my case the problem is at the local machine, but Citrix has made the side effets more noticable.
Citrix Server Info
I am running the latest version of Citrix Presentation Server v4.5- Zenworks on twin HP DL 360 G5 servers that are performing load balancing.  Intel Xeon CPU E5420 @ 2.50GHz 8.00GB of RAM

Have seen a similar problem. Not sure the reason why this happens as its a major pain.
Our solution was to make sure it was remoed from EVERY pc that had it installed.

Best tool for removal we found was the XPS Removal tool 1.0:

We respect to Citrix it is a default behavior so it is a pure local computers issue. I believe it happens while the users logon to their computer and the network printers are not ready / accessible yet so Windows reverts the default printer to one that is available.

What you could test is to create GPO enabling the setting "Always wait for the network at computer startup and logon", located at Computer Configuration\Administrative Templates\System\Logon. Test it on a limited numbers of computers to see if it resolves your issue and there are no side-effects (like slow login).

I hope it will help. Let us know if it resolves the issue as it seems to be quite common problem and Microsoft doesn't not provide (or maybe I couldn't find) any guideline to deal with it.

igor-1965 thanks for the info. I have tried your suggestion; however still having the issue. Due to other issues I am starting to suspect an issue with communication between my users and the domain controller. I believe that the printer changes when the workstation can not load the user profile.

Adding a terminal services profile for citrix on each users account fixed the conflict.
