I need to know what technology this website is using to create this magnification.  Go to http://www.newskates.com/Inline_Speed_Skates_p/ilks145.htm and place your cursor over the skate.  How is this done?

They are using JavaScript to acomplish this

A "vZoomTransparentOverlay" div id
A "vZoomMagnifier" div id
A "vZoomArea" div id
A "vZoomLoadingArea" div id

You will need the entire file of javascript to accomplish the same effect.  Here it is from their site --

http://www.newskates.com/a/j/vzoom.js

You will have to rename your images, and call that function with those images, like this --

<img id="product_photo" src="/v/vspfiles/photos/ILKS145-2T.jpg" border="0" alt="110mm Wheels/ABEC 7 Bearings" onload="vZoom.add(this, '/v/vspfiles/photos/ILKS145-2.jpg');" /></a>

You can see that when the image loads, it is calling the Vzoom.add module in the JS link above.
