MS Virtual pc 2007 - disable functionality for non admins

Hello, there is a need for Virtual PC 2007 in our company, because people want to use Microsoft Windows Mobile 5.0 MSFP Emulator Images to emulate pocket pc which needs MS virtual pc to function. It works, but we really would like to disable the virtual pc functions like creating virtual machines and loading systems in them, because it would be potentially dangerous if they could run anything they might think of on our machines.
is it possible to disable virtual pc for example for non admin users? They are in domain. We use samba, so it is unfortunatelly impossible via GPO, but some registry entries could help not?
(and how can I change the primary zone of this question?...)

This seems possible. I've found some notes on this. Will test it thoroughly for VPC2007 and post back here.

my friend gave me a simple idea - why not just set permissions on executable files to deny users execution or read? I will try it...
