Hotfix available but not for download, how do I get it

We had an error with an Exchange 2003 server, we found info about the error:

Article ID : 953952
Last Review : August 1, 2008
Revision : 1.0

But I can't download the hotfix when I want to download it I het redirected to the support site and need to pay 299 $ to solve this?
Is this the right way, can't I just send an e-mail and ask them to send me the hotfix by mail?

There is no charge for the hotfix download.
