INTERNET BLANK PAGE KEEPS ON POPPINNG UP

Good Morning Experts Exchange!
Trusting you can assist on this matter.
I have been recently been using IE7 on a Dell Dimension PC on a Windows Vista OS.
I can open up IE7 successfully with connection to the ISP as given.
However, a short while after switching on the PC the screen goes "blank".
On reviewing the Task Manager it appears that the "blank" screen is a blank page which is trying to connect to Dell.
(Please see attached screen shot which also contains version of IE7 being used for your information).
This occurs all the time,  after the machine is switched on
Is there any way of identifying where this error pop-up comes from and removing this "blank" screen?

From the screenshot of the Task Manager, there is nothing to say that the page is trying to connect to Dell.  It is only that the Internet Explorer on the  machine is furnished by Dell.  I would guess it is some add-on that might be causing this, although you should also do a thorough virus and other malware check with the antivirus product the pc has, plus some free product such as SuperAntiSpyware.  

 Have you tried it with Internet Explorer (No Add-ons), which you will find on your Start Menu under All Programs -> Accessories -> System Tools.  If this works, then you can troubleshoot your normal IE connections by selecting Tools menu -> Manage Add-ons -> Enable or disable Add-ons.
