Cannot open Server Management console; launchconsole.exe

On a new SBS 2003 install, we have installed the server managment console but are not allowed to open it.  The error message is, "Windows cannot access specific device, path, file.  You must have appropraite permission to access item".  We are logged in as administrator.

Remove "IE Enhanced security" from Add/remove windows components.

It should work..

I did, the boxes are no longer checked, and rebooted the server.  Still can't open the console.  What's next?  Thanks. Michael
