Hello hiroyuki718,

It refers to the stack of protocols that services your networking and communication needs. IP is at layer 3 or network layer and TCP is at level 4 or transport layer.
Underneath IP are layers specific to the kind of connectivity you have - e.g. ethernet, token ring, wireless ... above TCP are either session, presentation etc (OSI model) but mostly you can consider applications running on top of TCP
