I am making a job poratl i am looking for a code or concept by which a user can make him unsearchable from recruiter

Add a field to the user table (IsSearchable bit not null default 1) and change your queries to only return items that are IsSearchable=1.  Make sure it's indexed.  Anyone who you don't want returned, set them to 0.
