Cannot load TPSMain.exe as CpuPerf.dll not found

Hi,
My laptop shows an error during XP startup.  "TPSMain.exe not able to start due to CpuPerf.dll not found".
I have tried the Toshiba web site and Google as well as EE but I can not find a comprehensive fix.  From my research I believe that this dll and exe file role is in the power management utility.  The system seems to work OK without it however if I am to squeeze reasonable life out of the battery then I guess this utility needs to function.

I don't have an XP disk with this laptop as the OS came installed and with a backup partition on the hard drive.

I have run PCTOOLs Registry Mechanic. Also run Spyware Doctor and Norton NIS 2008 without sign of any malware using these programs.

I would appreciate advice in regarding repair of this part of the OS.

I have tried to remove Toshiba Power saver from the laptop however partway through the removal I get the following messages,

C:\Windows\Installer\Toshiba Power Saver.msi Error 1603 Fatal Error during installation Consult Windows Installer Help (Msi.chm) or MSDN for more information.

The Power Saver utility is not removed.  I have attempted removal in Safe Mode also however no change to the results.

Any advice on how to get around this issue?

Haven't time to follow up further on this issue.  I have not been able to uninstalled the power saver utility getting network errors.  I have deselected the utility in the power management area.  But will need to return to the problem later.

I have got the same problem , but from reading this post it doesn't appear to have been enitrely resolved.  Please could either of the above correspondents confirm whether the problem was resolved and how they went about it.  I have a Toshiba Satellite Pro running XP
