exchange 2003 queue not releasing

mail is not leaving my queue in exchange 2003.    I have recently changed the IP address and mask of the exchange server, because we changed scope. I have made the correct firewall changes to allow smtp (outgoing) so I'm not thinking its the firewall.

Turned out to be an issue with the Antivirus server not releasing mail.
