Can someone please make a step by step suggestion as to how they would solve this problem below:

The current infrastructure has 50 offices throughout the East coast and roughly 2000 end-users. Most end-users will work out of one the 50 offices, but others will work either on the road or from home. As part of the requirements for this project you must implement a solution that will connect all of these offices and every end-user as well as have appropriate on-going maintenance procedures to ensure the integrity and survivability of the file server. Describe in detail how you would accomplish task and what methods you would employ.

Thank you.

Connect all sites using a VPN over something like an MPLS network.
That same network solution - implement a vpn router that home users can connect to the network via a vpn client or some web based client.  They will then have access to the file server as if there were sitting in one of the offices.
