mail mesage rejected for one user

i have a user that has problems sending e-mails to one company(several different people within the company).  Occassionally she will be able to get one through to this company, but 99% failure.  She has no problem e-mailing out to other addresses.  i and several other accounts can send emails to these address she is having issues with.  this is the message she gets back.  using windows server 2003, exchange Version: 6.5.7638.1.  any ideas or help would be appreciated.

            The e-mail system was unable to deliver the message, but did not report a specific reason.  Check the address and try again.  If it still fails, contact your system administrator.

Have you asked the company blocking her email to white-list her?

i have, but have not had a confirmation that it was done.  i will call them again to see.

it was there email filter causing the problem.  the whitelist didnt really help, but i was able to work with them to fix the problem.  thanks
