Turn off Shutdown option for Citrix users

I have inherited a system where all the users get the Shutdown option in Citrix.  Obviously not good.
Is there a way I can turn that off?

How are you doing?

To do this, you need to use Group Policy. ( http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Windows/2000/Q_20720990.html#a9231981 )
