Auto reply email for the entire domain.

We have two Exchange 2003 servers in the same ORG.  The production Exchange server is in the main office while the backup server for DR is in another site without stores mounted.  Im interested in seeing if I could setup an auto reply from the DR site if the production server is unavailable.  

We don't need to discuss MX records or directing mail to the DR site.  I have that under control, I'm just curious if there is a way to get the standby DR server to kick back a reply if it receives any email.  I believe I could pull this off with 07 but it will be a little while before we can migrate to 07.  
The auto reply is just to send back a courtesy message to customers that your email is very important to us however...etc..etc...
