The javascript debugger in VS2003 is good.  Just make sure that you enable debugging in Internet Explorer: http://geekswithblogs.net/devin/archive/2005/10/31/58734.aspx.
Once, you have done this, when an error occurs, VS should show up as one of the programs that can be used to debug.  If not, it can be done by doing the following:

Then hit the start debugging button in VS to open Internet Explorer that is owned by VS.  If you get an error about not being able to start debugging (because it is classic asp and not .NET), then just make sure you start the debugging on a really basic html page, and once the browser opens, just paste the address into IE and when a javascript error occurs, it will let you debug with visual studio which is very powerful and allows stepping, breaking, etc. as well as the ability to see the values of all the variables, etc.
The same thing can be done with MS Visual Web Developer Express (if you are at home or are looking for a good, free environment): http://www.berniecode.com/blog/2007/03/08/how-to-debug-javascript-with-visual-web-developer-express/
