I'm trying to find how to upload a file from a Windows application to a php webservice.

You can have your VB.NET application establish an HTTP connection to the web server with a PHP script that checks for an HTTP POST of the file.  Example #2 shows how you would handle the processing of an incoming file within an HTTP POST request: http://ca.php.net/manual/en/features.file-upload.php

You would use System.Net.HttpWebRequest in VB.NET to encode the file contents within the HTTP POST request.
