I need to be able to stop all but three users from moving the directory structure

I have an office with 75 people the have a client directory. About once a month we find half of the clients dragged to another location. What security settings do i need to allow 3 people to move directorties and the rest have full access to creating folders and files they just can move them somewhere else

give special permission on the security tab of those folders for these 3 users...
