Outlook user has contacts but they will not show in the address book when creating new mail message

We moved users onto a new exchange server and now I have one user who see's all of their contacts but they are not showing up but when you go to the address book when creating a new message.  I checked under tools, email accounts, view existing dir or address books but I don't see a problem.  Also the properties of contacts is using the Outlook address book which looks fine.

I have fixed this before by:

Right clicking the contacts list and unticking the box to make it an Outlook address book
Accessing the properties for the directory (Tools => Accounts => Address Books) and removing the address book from the users outlook profile
Close and re-open Outlook
Re-Add the Contacts list as an Outlook address book by right clicking it then selecting the tick box to make it an Addess Book.
