what is wsqmcons ?

I have this service/program running in windows vista , it appears to make my PC hang for up to 10 minutes at a time

wsqmcons.exe part of Windows Vista "Customer Experience Improvement Program"

When you installed Vista it should have asked you if you wanted to participate in the Windows Customer Experience Improvement Program. You most likely agreed. This program collects and sends usage data to Microsoft.

You should be able to disable this service with no problems.
