how to stop domain clients to download files from the internet

how can i stop domain server 2003 based clients to stop downloading files from the internet just that that they can surf on the internet ....or they can be allowed to download files to some predefined limits such as 10 mb etc..

open the active directory users and computers
open the group policy, right click and edit the group policy
go to windows settings
internet explorer maintenance
security zones and content ratings
click import the current users settings
modify settings
internet explorer
custom level
disable file dowbload
save and aplly

thats all
and you have done
