Is it possible to have Apache log header information for a specific set of IP addresses (and not for others) in a separate log file?

Are you thinking about the access log?

In your httpd.conf:
SetEnvIf Remote_Addr "^123\.0" iplog
CustomLog iplog.log combined env=iplog
