I am looking for a way to allow a group to be able to create Mail Contacts and then be able to create Distribution Groups with the Mail Contacts they have just added. I do not want to allow them access to do anything besides those two functions. Is this even possible and if so how would I go about doing it?

Is it possible to restrict a groups access in the Exchange Management Console to only allow the to create Mail Contacts and Distribution Groups?
