After you re-installed Windows did you install the chipset drivers, audio drivers, video drivers, etc?

Does sound work in other applications?

Have you gone through the audio options in Guitar Hero with a fine tooth comb to see if it is set to an alternate output or something like that?

I found the solution doing this:
1. Installed the guitar hero III patch.
2. Update sound card drivers.
3. Activating digital output in the sound card (Creative).
