I get the scroll bars to show on a panel but they don't function, what should I do in addition?

I require the scroll bars on a TPanel to be activated.  I used
ShowScrollBar(SitePlanPnl.Handle, SB_Both, True);
to display the scrollbars but they dont function.  What else should I do to make them work?

Consider to use ScrollBox.
Place Panel on a ScrollBox.
When Panel size is bigger then scrollbox, You've got scroll bars automatically.
This is the natural way of doing such a thing
