Joomla (http://www.joomla.org)
Mambo (http://www.mambo-foundation.org)
Wordpress (http://www.wordpress.com)
drupal (http://www.drupal.org)

There's many to choose from, they all have strong followings and all have a lot of commercial and free templates.

could do a simple textbox with html..  but you would need to then use html commands inside the box for certain items.
you could probably use the editor that my site uses,
see this question. http://www.experts-exchange.com/Web_Development/Web_Languages-Standards/PHP/PHP_Databases/Q_23769132.html
I got it so it uses the fckeditor
