send replies to a mail-enabled public folder from another mail-enabled public folder

How do I send all replies from one  mail-enabled public folder to another.  I tried to create a transport rule but the other public folder wasn't listed under any recipient scope.

Is the other public folder mail enabled as well?
go to outlook and just use folder assistant on the public folder to create the rule to forward the emails.

they are both mail-enabled.  Is there any way to just have the replies sent to the other folder? Right now I have a mail-enabled folder called customer that certain people have view and "send on behalf of" permissions to.  What I would like to have happen is any replies sent from the customer folder to be copied to my second mail-enabled folder Replies.

When the user uses send on behelf to send an email.The email would be saved under the user's mailbox sent items.So you need to create rules on the user's mailbox so that mails are forwrded to your 2nd public folder.
