COM+ applications are not there. "Catalog Error"

I am running XP SP3 and when I try to open the COM+ applications I get the following error.

Catalog Error
Anerror occurred while processing the last operation
Error code 80080005 - Server execution failed

Event log has the following error code  4689 the runtime enviornment has detected an inconsistancy in its internal state.  Error in f:xpsp3\com\com1x\src\comsvcs\txprop\dtcinfo.ccp(158), hr8000ffff. Transaction manager->GetWhereaboutSize.

No information available from Microsoft.

Any Ideas on how to fix this?

I've had to repair the COM+ Catalog before myself.  From what you said, I'd be giving it a go:
http://support.microsoft.com/kb/315296/
On one of my PCs, I also had to do this before COM+ would behave:
net stop msdtc
msdtc -uninstall
msdtc -install
<reboot>

Usual warnings about having a full backup first apply...!

Repair of MSDTC fixed the problem
