Please recommend an open source HTML newsletter and mailing system that I can integrate into my existing website to use the user data from my existing mySQL database. I need it to have tracking of links clicked and opened emails and bounces as per the benchmarkemail.com system I currently use. I will need it to trigger to send emails every week from the date of signup and/or the date of the event as this is an event planning system.

Sorry for taking so long. I had some uni exams. I've installed PHPList on my local Xampp webserver. The only problem is that I don't know how to configure it to send mail in my local test environment. I've looked at the Xampp documentation for configuring Mercurymail but I haven't found it very helpful. Any tips?

Get free NFR key for Veeam Availability Suite 9.5

Veeam is happy to provide a free NFR license (1 year, 2 sockets) to all certified IT Pros. The license allows for the non-production use of Veeam Availability Suite v9.5 in your home lab, without any feature limitations. It works for both VMware and Hyper-V environments

Um.  I've never tried to send mail from XAMPP other than using the mail() function.

Try phpmailer?

PHPList installs OK. I'll log any testing issues on XAMPP separately, thankyou.
